15 Jahre CIA Kurse für Albanische Politiker

Diesmal werden die Mitglieder des Nationalen Albanischen Sicherheits Rates unterrichtet

"Members of the National Security Committee of the Albanian Parliament "

Garmisch-Partenkirchen, Germany - Members of the National Security Committee of the Albanian Parliament have concluded a special four-day workshop on strategic security issues at the George C. Marshall European Center for Security Studies here.

The August 7 – 10 workshop covered subjects such as diplomacy, civil-military relations, the role of the media in society, and crime and corruption. Distinguished members of the Center’s faculty, such as former Polish Ambassador to the U.S. Przemyslaw Grudzinski, and retired French Lieutenant General Jean-Paul Raffenne, made presentations to the 17-member delegation. The group also had a special meeting with German State Secretary Christian Schmidt, the graduation speaker at the Center’s Program in Advanced Security Studies.

Chairman of the National Security Committee Leonard Demi said the committee members took part in the workshop in order to stay current with security issues.

“We are interested in integration into the Euro-Atlantic community, so we know we must address these issues,” Demi said. “Coming here and listening to the very professional presentations by the faculty makes it possible for us to know the most current information, which is very important because we deal with these issues every day.”

Workshop participants did more than listen, according to Associate Dean Dr. Detlef Puhl, who ran the program and is a former spokesman for the German Ministry of Defense.

“We did have what you would call lectures for a certain time, but there always was ample time to talk,” Puhl noted.

“We had an hour and a half for each subject, and they would listen for 35 or 40 minutes. The rest of the time was spent on discussions and questions and answers.”

Committee member Arjan Starova is a Marshall Center alumnus whose relationship with the security institution goes back to its inception in 1993. He reported finding the workshop valuable despite attending the Center as recently as the Senior Executive Seminar in 2005.

“Anytime you discuss these things -- depending on the lectures, depending on the developments, depending on the information, depending on your own interest -- you always leave with new information on the issues. You also have the opportunity to share ideas and to discuss them, so in that sense it’s always interesting,” Starova said.

Another reason both participants and organizers found the workshop interesting is that neither had done one exactly like it before, according to Puhl.

“This workshop was the first of this kind. The pattern was taken from the workshops we did with ministers of defense from some Balkan nations, but they came only with a small staff – the minister and maybe two or three people. This is the first time we’ve done that with the members of the defense committee of a parliament,” Puhl reported.

The Center is already planning a similar workshop for another parliament in the region. The Albanian delegation, many of whom were already looking forward to a pair of Marshall Center Conferences to be held in Albania in September, brought up the possibility of future workshops more tightly focused on specific issues.

“I have studied national security at the Naval Post Graduate School in California, so I know of the reputation of the Marshall Center,” Demi said. “I know the quality of the faculty and the lectures here, and even the staff made an excellent environment for our work.”

That environment was another of the benefits for Starova.

“Politics is always busy, and people need some rest – to not be surrounded by the everyday climate of political life, to be more quiet, to be more focused on the issues. In that sense, this was wonderful,” Starova said.
