Slovenia Arrests Key Kosovo Islamist, Based on Serbia-Montenegro Indictment

Police in Slovenia on October 22, 2003, working on an Interpol warrant, arrested the commander of the Kosovo Protection Corps (KPC), Brig.-Gen. Agim Ceku, 43, on the basis of an indictment issued by the Government of Serbia & Montenegro on the crime of genocide. His arrest for genocide as part of the war crimes committed against civilians in the Serbian province of Kosovo in 1999 was expected to cause embarrassment for one of his principal champions, US Democratic Presidential candidate, former NATO Supreme Allied Commander (SACEUR) Gen. (rtd.) Wesley Clark.

However, it also caused considerable embarrassment for United Nations officials, who continue to pay Ceku’s salary, despite widespread acknowledgement of his involvement in war crimes. A spokesman for the United Nations Mission in Kosovo (UNMIK) said that “it seemed” that Ceku was arrested on the basis of an “old” warrant and that UNMIK was attempting to resolve the matter with the Slovenian authorities. Sources close to UNMIK said that this meant that they were trying to ensure that Ceku was freed so that he could leave the Slovenian jurisdiction to avoid embarrassment to UNMIK.

GIS on October 15, 2003, in a report entitled Strong Warning Indicators for New Surge in European Islamist Terrorism, indicated that Ceku’s KPC was directly engaged in support of Albanian-trained Islamist terrorists, noting:

“During the first half of August 2003, 300 Albanian-trained guerillas — including appr. 10 mujahedin (non-Balkan Muslims) — were infiltrated across the Albanian border into Kosovo, where many have subsequently been seen in the company (and homes) of members of the so-called Kosovo Protection Corps which was created out of Kosovo Albanian elements originally part of the KLA. In fact, the Kosovo Protection Force seems almost synonymous with the Albanian National Army (ANA), the new designation for the KLA. The guerillas were trained in three camps inside the Albanian border at the towns of Bajram Curi, Tropoja and Kuks, where the camps have been in operation since 1997.”

Clark and other members of the Clinton Administration supported Ceku and the KLA, even though massive and incontrovertible evidence was made available by European government and independent sources showing that the KLA was involved in narco-trafficking throughout Western Europe, white slave traffic (supplying prostitutes throughout Europe), and war crimes within Kosovo and Macedonia.

Ceku, an Albanian Yugoslav by origin, held the rank of brigadier-general in the Croatian Army before moving to Kosovo to lead the terrorist Kosovo Liberation Army (KLA/UCK), a position which was publicized in May 1999, when he was appointed by the “Kosovo Provisional Government” as the new chief-of-staff of the KLA. Ceku, who retired from his Croatian Army post in February 1999, replaced KLA commander Suleiman Selini, whose faction had fallen out of favor with the US State Department for refusing to participate in the Rambouillet conference organized by the US Clinton Administration that year.

A spokesman for Kosovo provincial leader Ibrahim Rugova said on October 22, 2003: “Arrest warrants issued by Belgrade are unacceptable for Kosovo people. We demand that the Slovenian authorities immediately release General Ceku.” However, Serbian Justice Minister Vladan Batic said that Ceku was arrested on a warrant issued by a court in the southern city of Niš in 2002, saying: “He is wanted for genocide on Serb civilians from Kosovo.” Serbia & Montenegro Human and Minority Rights Minister Rasim Ljajic said that he would sign the extradition demand on the morning of October 23, 2003, presumably assuming that the Slovenian court did not free Ceku before that.

Ceku was detained while he was checking in for the Priština flight at Ljubljana airport in Slovenia.

KLA political leader Hashim Thaci was also briefly detained by Hungarian police on a Serbian warrant in June 2003, and on October 22, 2003, he denounced Ceku’s arrest as a provocation.

One US source said that the arrest of Ceku “should be an embarrassment to Wesley Clark and others who put him in charge of the KPC. It was the equivalent of an occupier of New York putting the Gambino family in charge or the occupation.”

Meanwhile, the Clinton Administration upgraded its support for the KLA following the 1999 attacks on Serbia, and paid for the KLA follow-on, the KPC, to be trained by Military Professional Resources Inc (MPRI), a corporation based in Alexandria, Virginia. MPRI had also been involved in the training and command of the Croatian forces which drove over 200,000 ethnic Serbs from the Krajina region of Croatia in 1995, working at that time, too, with Ceku.

Ceku graduated from the Belgrade Military Academy before serving as an artillery captain in the Yugoslav Army (JNA). During the break-up of Yugoslavia in 1991 he defected to the newly formed Croatian Army to assist its drive to secession and was reportedly decorated nine times in battles against Serb forces in both Bosnia and Croatia. The Croatian Army attack on the town of Medak — referred to in the region as “the Medak Massacre” — in the Croatian Serb region of Krajina in September 9-16, 1993, was planned and commanded by Ceku. The Medak attack against Serb civilians was so severe that Canadian UN peacekeeping troops were compelled at one point to intervene and began a firefight which left nearly 30 Croatian militiamen dead. Croat artillery, in fact, opened up on the Canadian position, manned by only 30 men, compelling the elements of Princess Patricia’s Canadian Light Infantry battalion to defend themselves.

In that operation, Ceku’s forces — some 2,500 men, backed by armor and artillery — having negotiated with the UN Canadian forces to withdraw peacefully, instead surrounded the Canadian forces to contain them while the Croatians began a systematic killing of Serb civilians in the area. Immediately after the completion of Croat operations, Canadian and French military teams went in to investigate.

Journalists Scott Taylor and Brian Nolan of the Toronto, Canada, newspaper, The Sunday Sun, noted in a November 1, 1998, article “French reconnaissance troops and the Canadian command element pushed up the valley and soon began to find bodies of Serb civilians, some already decomposing, others freshly slaughtered. In one village, [Canadian Lt.-Col. Jim] Calvin saw the bodies of two young girls who had been repeatedly raped, tied to chairs and then set on fire.”

The London newspaper, The Sunday Times, noted on October 10, 1999, that Ceku was under investigation for war crimes in the Krajina, but thus far the prosecutor for the International Criminal Tribunal for former Yugoslavia (ICTY), Carla del Ponte, has failed to act, despite overwhelming evidence. She has, however, moved vigorously only against suspected Serb war criminals, and failed to take up allegations against either Croatian Pres. Franjo Tudjman — now deceased — nor Bosnian Islamist leader Alija Izetbegovic, who died on October 19, 2003.

The ICTY confirmed on October 22, 2003, that it had been “investigating” Izetbegovic, but this investigation would now be halted because Izetbegovic could “no longer defend himself”. ICTY spokeswoman Florence Hartmann said on October 22, 2003: “Izetbegovic was one of the suspects who was under investigation ... The fact he died means all investigations are stopped.” His funeral was held in Sarajevo on October 22, 2003. Sources at the ICTY, however, had told GIS/Defense & Foreign Affairs Daily during the past several years that they would “let nature take care of Izetbegovic and Tudjman” rather than prosecuting him as they had done to former Yugoslav Pres. Slobodan Miloševic, who was now appearing before the Tribunal.

The implication of the ICTY action was that any prosecution of Izetbegovic and Tudjman would bring out the involvement of US and European officials — but particularly officials in the Clinton Administration — in tacitly supporting or overlooking the two leaders’ actions in genocide and other war crimes

Osama bin Laden Focuses on the Balkans for the New Wave of Anti-Western Terrorism

By Yossef Bodansky, Senior Editor, GIS. Starting in mid-August 2003, radical Islamist leaders elevated the rôle of the terrorism infrastructure in the Balkans as a key facilitator of a proposed escalation of conflict into the heart of Europe, Israel and the United States. The terrorism campaign aims to define the US occupation of Baghdad as the turning point in the fateful jihad for the future of Islam. The importance of the concurrent expansion of Islamist operations in the Balkans should be examined in this overall context.

The most telling development was the nomination of Shahid Emir Mussa Ayzi to coordinate and run special recruitment operations. Ayzi is a veteran of Afghanistan who is close not only to the al-Qaida élite but also the Taliban leadership. Recently, al-Qaida leader Osama bin Laden’s senior commanders decided to expand the recruitment and activation of Slav cadres, because they look European and non-Arabs, in order to enhance their ability to operate at the heart of the West.

In August 2003, Ayzi took over this sensitive recruitment drive. The main recruitment pool consists of Bosnian Muslims with a smaller effort relying on Russian converts recruited in Chechnya and the Caucasus as a whole. Although the Islamists had run a recruitment and training drive of Bosnian Muslims expert terrorists and would-be martyr-bombers since the early 1990s, these cadres had not until now been used.

Now, circumstances seem to be changing. In late August 2003, Ayzi sent a report to Mullah Qudratullah, a senior Taliban official, about his success in enlisting “persons of Slav ethnicity” to the Islamist jihad. He added that some of these “white devils” had already been indoctrinated and trained to the point of sending them to carry out “Allah’s Work” — that is, terrorist martyrdom-strikes — “in a number of European cities and on Israeli territory”. The preparation of additional Slav cadres for US operations is in progress, Ayzi reported. The training and preparation of Ayzi’s recruits is taking place in the Balkans and the Caucasus, mainly Georgia.

The Balkans undertaking is part of an overall increase in the Islamist buildup under the overall supervision of Muhammad al-Zawahiri, the brother of Ayman al-Zawahiri, the number two leader in al-Qaida. The senior Islamist commanders now consider what they call “the Albanian land” — Albania, Kosovo and parts of Macedonia — to be safe for use a springboard for the insertion of a new wave of expert terrorists, including the Slavs, into Western Europe and onward throughout the West.

Indeed, starting in mid-August 2003, there was a discernable increase in the number of foreigners in the Islamist mosques throughout Albania. “They [originally] come from Turkey, Saudi Arabia, Pakistan, and Iran. They come from many countries,” noted an eyewitness in Tiranë. “They arrive [in Tiranë] from Afghanistan,” he added. These expert terrorists are being prepared in Albania for their specific missions in the West.

This training program is conducted under the cover of the Albanian National Army (ANA or AKSh in Albanian) with most senior trainers and commanders being “mujahedin who retreated from Bosnia” and are affiliated with al-Qaida.

In return for the Albanian support of this endeavor, the Islamists assist the local terrorists in preparing for launching spectacular terrorism into the major cities of Serbia and Montenegro, with Belgrade and Niš believed to be the top targets. As well, Islamist cadres, mainly veterans of Bosnia, are providing advance training to thousands of Albanian terrorists in camps in Kosovo-Metohija, near Prizren, on the slopes of Mt Sara, in the Kosovo Morava River valley, in the Albanian towns of Kukes and Tropoje, and around Tetovo in western Macedonia.

These operations are also run under the banner of the ANA/AKSh.

Significantly, the growing importance of the Balkans cause was also reflected in the Islamist communiqués claiming and explaining the bombing of the UN building in Baghdad. This was the most important and authoritative doctrinal statement of the Islamist leadership in August 2003. The statements stressed the situation in Bosnia as a major grievance of the Islamists against the UN and the West. The first statement was issued on August 19, 2003, by the Abu-Hafs al-Masri Brigades, itself a front group of al-Qaida. The Islamists claimed that UN officials “oversaw the massacre of Bosnian women and children in 1992 and 1995”, and that “the United Nations was responsible for the massacre of 7,000 Muslims in Srebrenica in 1995 because it sponsored the idea of ‘not establishing an Islamic state in Europe’.”

On August 24, 2003, the London-based Al-Muhajiroun, bin Laden’s primary mouthpiece in Europe, elaborated on this theme in order to explain why the UN building in Baghdad was a legitimate target: “Verily it was the UN soldiers in Bosnia who were recorded to have stood by when the barbaric Serbs massacred Muslims. The UN first decided to take away the weapons of the Muslims (fearing that they might actually defend themselves and establish Islamic rule) and thereby facilitated their massacre, and were then even photographed helping in the mass murder and gang rape of Muslim women and children. The wounds are still fresh.”

The statements were clearly intended to compound the disinformation that, indeed, 7,000 Muslims were killed in Srebrenica, when all independent forensic evidence points to Muslim casualties in the hundreds, possibly the low hundreds. Continued emphasis on such allegedly high numbers of Muslim deaths at Srebrenica also obfuscates the Muslim murders in that city, earlier, of Serb civilians.

Indeed, the August 2003 statements and intelligence, leading up to the proposed September 2003 opening of the new Islamist shrine — built at Srebrenica with US funds — all support analysis that a significant new wave of terrorism, this time with many European Islamists, is to begin soon.

French Spy at NATO HQ Spring of 1999
    By Z. Petrovic Pirocanac
Interview with Former French Intelligence Officer Pierre-Henri Bunel

    (Editing by CRG)

The Serbian public learned about Colonel Pierre-Henri Bunel (53), a French intelligence officer who worked in NATO HQs in Brussels, during the 1999 spying affair, when he spent ten months in prison because he had informed the Serbs about the military targets NATO intended to bomb. In 2001, Bunel was retired, and did not serve his full prison term, but has not yet been rehabilitated. Nowadays he works as an independent expert in the spheres of security and terrorist organizations.

E: What has lately changed in the Islamic theatre in the Balkan territory?

"Islamic terrorism in the Balkan was encouraged by the wars in Bosnia and Herzegovina (B&H) and the criminal attack on Yugoslavia. Washington had an interest in the destabilization of the Balkans, and the Islamists constituted a precious support for the US. In fact, in a protracted war situation, the local culture gets weaker. To create a new Islamic country out of Kosovo, would be a horrible blow, first for the Serbs, and then for anti-Atlantic [oriented] Europeans.

E: Thus, your thesis is that the Americans are islamizing the Balkans?

"Yes. Until someone points to the deadly character of the American presence in Europe, until the Europeans see the danger that threatens them through the islamization of the Balkans, we will watch Islamism poison the region."

E: In your book, "War Crimes in NATO", you mentioned the Serb victims in Sarajevo and the forged history of the Bosnian war.

"Unfortunately, years have to pass before the world admits that the mujahedins and Black Swans of [wartime Bosnia and Herzegovina (B&H) President] Alija Izetbegovic committed at least as many crimes as [assassinated Serb paramilitary leader] Arkan's Serbs committed. Doesn't anyone want to admit now that the Serbs there, more defended themselves than they were the attackers?"

E: Does such an opinion prevail in the French Army, which has been present in Bosnia more than a decade?

"During my trial, a French General, who was quoted in the indictment, appeared as a witness and defended me before the military court. That man, who commanded a multinational division in Sarajevo, said: 'During the year when I was a commander there, we never had any problems with the Serb authorities or the Serb Army. The Serbs respected the agreement signed. I cannot say the same thing for the other groups. The [Bosnian] Muslims were the worst.'"

E: Can we expect a change in the conduct of the Western countries in their explanation of the causes of war?

"Yes, but not before the politicians, who were accomplices in these crimes, leave. Some of the French newspapers have already made a move. Some of them, like Marianne, have published how they were manipulated by NATO spokesperson Jamie Shea during the strikes on Yugoslavia. Though, the newspapers prefer to remain silent on the fact that the information released over several years was mere propaganda."

E: Do you believe that France will open secret files one day, such as the one saying that your army informed the French President that the explosion in Sarajevo's Markale market had not been caused by Serbs, but by Moslem intelligence services in cooperation with Lebanese factions?

"The French and British intelligence services worked together on that case. We had evidence that the Serbs could not be accused of shelling the Markale market in late August 1995 due to the firing place range."

E: A photo taken by your secret service has been mentioned?

"Yes, it shows people heading to the Muslim zone immediately after the firing. However, between the Markale explosion in February and that in August 1995, President Mitterand was replaced by Chirac, who agreed that the Serbs be accused, and accepted the NATO air strikes proposed by the Americans, while the French Generals on the ground tried to prevent them."

E: Why did that happen? Which interests were hidden behind Chirac's decision?

"To sacrifice some pawns in a game of chess in order to save others, is called a gambit. When we opt for that, it usually shows that we are not in a good position."

E: Do you have information of the Islamists' presence in Kosovo?

"The Americans had provoked events in Kosovo, which they subsequently were unable to control. They started to support terrorist gangs that attacked Serb police stations and a refugee centre accommodating refugees from Krajina as early as April 1996. These terrorists are now out of their control. Not all of them, but some are."

E: Why can they not be controlled?

"Because the political goal of some of them is to create an Albanian state. As such, they represent a problem for the occupying forces in Kosovo, since Kosovo's independence is out of question at the moment. On the other side, American propaganda does not want to risk a political battle with the anti-globalists, who pick on any pretext to fight against the US."

E: It means that, if the Kosovo Albanian nationalists are denied independence, local Albanians will join the Chechens and Kurds in their anti-globalist views.

"Correct. That is why it is better to present them as elements of Al Qaeda. However, do not forget that Al Qaeda has nothing in common with the picture that American propaganda has created. By spreading false information, they have created a new threat, [namely the illusion of a group] which can easily be held responsible, because this threat actually does not exist. Thus, in Kosovo there is no Al Qaeda, rather there are mafia terrorist groups that have local political goals."

E: The question is how they can be so financially powerful if Al Qaeda does not exist?

"They are supported by the hard-line wing of the Islamic Conference Organization. If there is some appearance of political and financial coordination, it exists there and at the Islamic Development Bank. But, since these groups are also partners of powerful US businessmen, they [ the US] cannot openly accuse them. That is why there is an interest in labeling it [these groups] Al Qaeda."

E: How far has your 1999 spying affairs gone?

"I still have to wait. If you allow me to say, it should not be forgotten that I served as a security fuse for the protection of politicians, some of whom were still in power. That means that, according to the French judicial system, I am still indicted for treason. However, it does not bother me, since treason can sometimes be the only resource of an honest man. To stand up against NATO, especially at the order of my superiors, is not treason in my eyes. In this context, I was able to realize on many occasions that the French intelligence services do not consider me as a traitor."

E: The Bondsteel base in Kosovo is located on the strategic Cvijic line which controls the entire region. Will the Americans stay there for ever? Will they always side with the ethnic Albanians, against the Serbs?

"The Bondsteel location was not chosen accidentally. This garrison of the occupying forces is located along the line of a strategic pass between the Black Sea and the Adriatic, as well as on the southeast-northwest line which is a bit like a diabolical diagonal. If the Americans want to stay in this strategic location, it is necessary to separate Serbia from Montenegro. They also have to put the Europeans to sleep. They are entirely devoted to this task, and we are all targets of the Americans."

E: Let us say that your decision to provide the Serbs with important information before the 1999 war was not your own action. Let us say that it was your professional duty and that you were sacrificed at that time?

"It is true that I followed orders of the French authorities. Considering the conduct of my General, who kept saying that France would never allow the bombing of Yugoslavia, General Jovan Milanovic agreed to get in touch with him. However, it is known that it was me, and not the French General, who attended that meeting. French intelligence officers learned about my meeting with Colonel Milanovic. They understood that, if Milosevic heard about the French General's claims, he would refuse to give in to NATO's demands. Then, it was concluded that Yugoslavia had to be bombed. For that reason, in early September 1999, I was asked to make it clear to Milanovic, if he contacted me again, that France would actually let Belgrade be bombed."

E: Therefore, France's attitude was contrary to that of its General in NATO?

"Yes. France decided to follow the orders of the EU and NATO policy. The only way to avoid a blood bath was to clearly present Milosevic with France's new position. To achieve this, the only solution was to provide the information to Milanovic."

E: What type of information was it?

"That information could not disrupt the bombing plans, but it could help in assessing the extent of the [planned] damage [destruction] that the Americans intended to carry out in the event of air strikes. The information was true, but not dangerous. After my meeting with Milanovic on 1 October 1998, he reported to Belgrade."

E: Do you know what happened with the information after that?

"Milosevic was dissatisfied with the reports he was receiving to the extent that Milanovic was removed and was given an office without a telephone when he returned to Belgrade. Taking into consideration my sympathies for the Serbs, I accepted this mission, since it seemed to me that the bombing could be avoided."

E: Did you meet Milanovic again after that?

"With great pleasure we met in Belgrade during my visit in 2003. I respect him and have friendly feelings for him. Milanovic himself told the French daily Le Figaro in December 2001, immediately after my trial, that I had just performed the job of an intelligence officer, like himself. He added that he would not have had confidence in me if he had considered me as a traitor of France.
