    Berisha brings back Hoxha's time
Berisha copied yesterday the quondam decisions of the former Political Bureau, according to the principal, “lets burn the quilt even for one flee”.Declaring the moratorium for water vehicles for three years, the Council of Minister reminded us Enver Hoxha’s strategy, where the human rights were violently and ruthless violated. Being disabled to prevent the corruption and the human beings trafficking, which in Albania have historically been linked with state officials and parliamentarians, Berisha’s cabinet has infringed the basic rights of common people to navigate with water vehicles during tourist season or anytime. Not rarely, the MPs of the Albanian Parliament have been labelled as “rubber-boats’ owners” as it was implied the owners of death boats were some of these parliamentarians. But the yesterday’s decision exceeds the abuse’s limits with human rights for the fact that the clandestine trafficking cannot be prevented banning the movement of water vehicles for three years, but through blocking the mafia of high ranking officials to enrich with crime’s money. It is well acknowledged that those who get caught should be punished, but it seems Berisha’s government has chosen a different manner that does not lead to Europe, but to medieval times. The citizens of Europe where we aspire to integrate can barely conceive the decision of banning water vehicles, as a justification to stop the human beings trafficking. The previous experience of Berisha’s governing has shown the rubber-boats were protected only by a single policeman and no one dared to go close, because the traffic flourished from orders from above through a cooperation of police with traffickers. This solution manner is the worst and the most inappropriate, because it infringes the essential human rights and limits the tourism in our country. Prime Minister Sali Berisha has declared yesterday in the government’s meeting that the circulation of water vehicles will be banned for a three-year period of time. The Executive’s chief stressed only means of police forces, customs, port authorities means of military forces and tourist yachts will be allowed to circulate. “There are going to be enforced strict sanctions for the violators of these legal dispositions,” – Berisha declared. According to him, through this precaution, it will be given an end to one of the factors that has caused enormous and serious drama to this nation. “We will not allow to export drug and criminality toward western countries on which we aspire to integrate,” – Berisha stressed.

    15/12/2005

TIRANA, Albania -- The government has drafted legislation banning the use of small boats and ships in an effort to curb illegal immigration and trafficking in drugs and arms, a spokesman said Wednesday (14 December). Only specially licensed fishing and passenger vessels would be allowed in the country's waters for the next three years. The new measure awaits approval by parliament. Prime Minister Sali Berisha says the aim is to change Albania's image as ''a speedboat republic". (Albanian News - 15/12/05; AP - 14/12/05)

Only Licensed Fishing Boats Allowed to Circulate, Moratorium

Restrictions would be applied only on domestic sailing means while foreign yachts would be allowed to continue their activity in order not to damage the tourist image of the country TIRANA – The moratorium, newly approved by the government, for the blocking of the sailing means for three years, does not impede the activity of the licensed fishing boats while it would prevent the circulation of the domestic sailing means for sports and recreation reasons.

Kurz gesagt, haben auch weiterhin Ausländische Yachten die Albanischen Gewässer nach den aktuellen Regelungen zu befahren. Aber kein Albaner kann mehr für ein Privat Boot eine Erlaubnis erhalten. Ausnahme Fischer Boote.
